Klimaschutz muss sozial gerecht sein, sonst funktioniert er nicht. Das, was der Umwelt und damit den Menschen schadet, braucht einen Preis, klimafreundliches Verhalten muss sich lohnen. Deshalb werben wir für einen höheren CO2-Preis bei gleichzeitiger sozialer Entlastung von Kleinverdiener*innen und Familien. Die Einnahmen aus dem CO2-Preis sollen vollständig als Energiegeld an die Bürger*innen ausgezahlt werden. Wer das Klima überdurchschnittlich belastet, soll dafür zahlen. Wer das Klima schont, soll am Ende mehr im Portemonnaie haben. Wie das funktioniert, kannst Du hier nachlesen.
Ambitionierter Klimaschutz bringt riesige Chancen mit sich, schafft neue sichere Arbeitsplätze und nachhaltigen Wohlstand, macht unsere Städte und ländlichen Räume lebenswerter. Gleichzeitig ergeben sich viele Fragen: Familien fragen sich, wie sie die Umstellung ihrer Heizung finanzieren sollen. Menschen auf dem Land fragen sich, wie sie auch in Zukunft mobil sein werden. Geringverdiener*innen, wie sie sich ein Elektroauto leisten können. Diese Fragen wollen wir hier beantworten.
Am 01.01.2021 wurde ein nationaler CO2-Preis für die Bereiche Verkehr und Wärme eingeführt. Dieser hat mit einem fixen CO2-Preis von 25 Euro pro Tonne begonnen. Die erwarteten Einnahmen in Höhe von rund 7,4 Milliarden Euro gehen aber nicht als Einnahme in den Bundeshaushalt, sondern werden den Bürger*innen wieder zurückgegeben, indem der Strompreis durch die Senkung der EEG-Umlage verbilligt wird. Die Idee dahinter ist einfach: Wer das Klima überdurchschnittlich belastet, soll dafür zahlen. Wer das Klima schont, soll dagegen am Ende mehr im Portemonnaie haben.
Die Einführung eines nationalen CO2-Preises ist vor allem ein grüner Erfolg. Erst durch uns konnte im Vermittlungsverfahren zwischen Bundestag und Bundesrat im Dezember 2019 erreicht werden, dass überhaupt ein CO2-Preis in wirksamer Höhe eingeführt wurde und im Gegenzug Bürger*innen und besonders kleine und mittlere Unternehmen über eine Senkung der EEG-Umlage beim Strom entlastet werden. Ursprünglich hatte die Bundesregierung nur einen Preis von 10 Euro ohne eine gleichzeitige Entlastung beim Strompreis vorgesehen.
Bis zum Jahr 2025 soll der CO2-Preis als Fixpreis bis auf 55 Euro weiter ansteigen, ab 2026 soll er dann marktwirtschaftlich über einen Handel mit Emissionszertifikaten durch Angebot und Nachfrage ermittelt werden. Für das Jahr 2026 selbst ist aber zunächst noch ein Preiskorridor von 55 Euro bis 65 Euro pro Tonne CO2 vorgegeben.
Wir wollen als einen Schritt für mehr Klimaschutz die Erhöhung des CO2-Preises auf 60 Euro auf das Jahr 2023 vorziehen. Danach soll der CO2-Preis so ansteigen, dass er im Konzert mit den Fördermaßnahmen und ordnungsrechtlichen Vorgaben die Erfüllung des neuen Klimaziels 2030 absichert.
Damit Klimaschutz sozial gerecht ist, wollen wir die Einnahmen aus dem CO2-Preis direkt an die Bürger*innen zurückgeben: Erstens wird die EEG-Umlage gesenkt, das entlastet Bürger*innen. Zweitens bekommen sie ein Energiegeld – das heißt, die Einnahmen aus dem CO2-Preis fließen in Form einer Pauschale an jeden und jede Bürger*in zurück. Drittens wurde bereits die Pendlerpauschale erhöht, viertens wollen wir zum Beispiel Pendler*innen mit niedrigen Einkommen bei der Anpassung unterstützen, indem wir einen Fonds für Transformationszuschüsse auflegen, der mit großzügigen Hilfen unterstützt, etwa beim Umstieg auf ein emissionsfreies Auto.
Alle Einnahmen aus dem CO2-Preis fließen direkt an die Menschen zurück. In der Summe belastet er also gar nicht.
Wichtig ist uns: Es braucht einen klugen und sozial gerechten Mix aus CO2-Preisen, Anreizen und Förderung sowie Ordnungsrecht. Ordnungsrecht, wie zum Beispiel die europäischen Flottengrenzwerte, nimmt auch die Wirtschaft in die Pflicht und sorgt dafür, dass überhaupt klimafreundliche Alternative wie E-Autos schnell zur Verfügung stehen.
Die Große Koalition hat zum 01.01.2021 den CO2-Preis eingeführt, der in den kommenden Jahren schrittweise weiter steigen sollen. Zudem hat sie nach dem Urteil des Bundesverfassungsgerichts die Klimaziele verschärft. Beides begrüßen wir. Jetzt schreckt sie aber offenkundig davor zurück, zu den eigenen Beschlüssen zu stehen und sie umzusetzen. Vorschläge für den sozialen Ausgleich, wie das grüne Energiegeld, hat sie keine.
Konkret zu den Zahlen: Durch den Einstieg in den CO2 Preis 2021 ist Benzin bereits um 6 Cent, Diesel um 7 Cent, Heizöl um 7 Cent und Erdgas um 5 Cent teurer geworden. Ein CO2-Preis von 60 Euro würde bedeuten: Benzin würde sich noch einmal um 10 Cent verteuern (insgesamt 16 Cent), Diesel um weitere 11 Cent (insgesamt 18 Cent), Heizöl um 12 Cent (insgesamt 19 Cent), Erdgas um 9 Cent (insgesamt 14 Cent).
Wir schlagen neben der Senkung der EEG-Umlage eine Pro-Kopf-Auszahlung vor, das Energiegeld. Wer wenig fossile Energie verbraucht, hat am Ende des Jahres ein Plus, wer viel verbraucht ein Minus. Grundsätzlich gilt: Leute mit hohen Einkommen haben im Durchschnitt einen größeren CO2-Fußabdruck. Sie haben größere Häuser, größere Autos etc. Sie zahlen also mehr. Alle Studien zeigen, dass ein CO2-Preis mit einem fairen Ausgleich wie dem Energiegeld sozial gerecht wirkt.
Am Ende hängt es aber natürlich davon ab, wie viel Auto jemand fährt, welche Heizung man benutzt.
Das ist genau der Grund, warum wir – anders als Union und FDP – nicht allein auf den CO2-Preis setzen. Wer auf komplexe Fragen ganz einfache Antworten gibt, hat entweder nicht lange genug nachgedacht oder macht den Menschen etwas vor. Wir müssen jetzt dafür sorgen, dass klimaneutrale Alternativen verfügbar sind. Dafür braucht es auch das Ordnungsrecht, also Ge- und Verbote. Die massive Technologieentwicklung bei den Erneuerbaren hat nicht der europäische Emissionshandel herbeigeführt, sondern das Erneuerbare-Energien-Gesetz. Die Innovationen beim E-Auto haben die europäischen Flottengrenzwerte geschaffen. Wir lassen die Menschen nicht mit dem Klimaschutz allein. Richtig gemachtes Ordnungsrecht wirkt wesentlich stärker sozial ausgleichend als alles über den Preis zu regeln.
Menschen mit geringem Einkommen erhalten einen Klimabonus, um klimafreundliches Verhalten zu erleichtern. Zum Beispiel durch einen hohen Kaufzuschuss für E-Autos, auch für Gebrauchte. Oder durch Zuschüsse für die Gebäudesanierung und ein Förderprogramm für Wärmepumpen. Wir brauchen bei der Förderung eine soziale Staffelung. Es ist ungerecht, dass beispielsweise Beamt*innen dieselbe Förderung für ein E-Auto bekommen wie jemand, der zum Mindestlohn schuftet.
Außerdem ist es wichtig, dass wir die Mieter*innen nicht mit dem CO2-Preis allein lassen. Sie können ja nicht darüber bestimmen, wie ihre Wohnung geheizt wird, da müssen die Vermieter*innen in die Pflicht genommen werden.
Eine vierköpfige Familie auf dem Land – Die Frau ist Krankenschwester und pendelt zur Arbeit in die Stadt. Die Familie fährt noch ihren alten Benziner und heizt ihr Einfamilienhaus mit Ölheizung. Sie wird durch den CO2-Preis um 530 Euro belastet, durch Energiegeld, niedrigerer Stromkosten und erhöhte Pendlerpauschale um 420 Euro entlastet. Insgesamt bleiben höhere Kosten von ca. 110 Euro im Jahr. Aus dem Klimagerechtigkeits-Fonds könnte diese Familie einen Austausch ihrer Ölheizung durch eine Wärmepumpe finanzieren. Kosten ca. 20.000 Euro, Zuschuss 12.000 Euro statt bisher 9.000 Euro, der Rest als zinsloser Kredit, der sich durch die eingesparten Heizkosten finanziert). Oder sie könnte ein E-Fahrzeug (neu oder gebraucht) anschaffen (Kaufförderung 9.000 Euro statt bisher 6.000 Euro, auch hier Rest als zinsloser Kredit, finanziert durch eingesparte Kosten). Dann sinken die Kosten und die Familie wird sogar entlastet.
