Gebäude verursachen bis zu 40 Prozent der CO2-Emissionen in Deutschland.
Einbau erneuerbarer Heizungen
Der Einbau erneuerbarer Heizungen bewahrt Mieter*innen und Eigentümer*innen vor steigenden Energiekosten, schützt das Klima, stärkt Wirtschaft und Handwerk. Mit der Novelle des Gebäudeenergiegesetzes (GEG) werden wir das umsetzen.
Klimaschutz
Wir machen Klimaschutz konkret und befreien uns aus der Abhängigkeit von fossilen Energien. Daher soll jede neue Heizung ab 2024 mit 65 Prozent erneuerbarer Energien betrieben werden.
Der Einbau erneuerbarer Heizungen bewahrt Mieter*innen 
und Eigentümer*innen vor steigenden Energiekosten, schützt das Klima, stärkt Wirtschaft und Handwerk. Mit der Novelle des Gebäudeenergiegesetzes (GEG) werden wir das umsetzen.
Wenn wir unsere Klimaziele erreichen wollen, muss sich Klimaschutz als Querschnittsthema durch alle Bereiche ziehen - von Energie, Verkehr, Industrie und Landwirtschaft bis hin zu Bauen und Wohnen. Gerade im Gebäudesektor ist noch viel tun. Der Anteil von Öl- und Gasheizungen am Heizungsbestand insgesamt lag 2021 bei 75 Prozent. Und auch im Wohnungsneubau machten Gasheizungen 2020, also fünf Jahre nach dem Pariser Klimaabkommen, über 33 Prozent aus. Der Trend ist zwar leicht rückläufig, dennoch war 2021 jede vierte neue Heizung eine Gasheizung (26 Prozent).
Neue Gasheizungen sind nicht nur klimapolitisch fatal, sondern eine massive Fehlinvestition in fossile Technologie. Die nun vom Bundeskabinett beschlossene Novelle des Gebäudeenergiegesetzes ist ein Meilenstein für Versorgung mit erneuerbarer Wärme und schafft verlässliche Regelungen für den Heizungsaustausch, um die teure Fehlinvestitionen in fossile Energien verhindern. Damit werden ab 2024 alle Heizungen, die neu eingebaut werden, zu mindestens 65 Prozent mit grüner Energie betrieben.
Für die Technik besteht Wahlfreiheit. Es sind unterschiedliche Erfüllungsoptionen, Übergangsfristen und Härtefallregelungen vorgesehen. So werden unterschiedliche Lösungen und Ansätze eröffnet, wie der Umstieg auf erneuerbare Wärme gelingen kann.
Der Einbau erneuerbarer Heizungen verringert die Abhängigkeit von fossilen Energien und schützt vor unvorhersehbaren Preissprüngen. Dabei erhalten Bürger*innen und Wirtschaft ausreichend Planungssicherheit. Kurz: Erneuerbare Wärme bringt Sicherheit, Freiheit und Preisstabilität.
Die im Koalitionsausschuss beschlossene Anforderung, Heizungen ab 2024 mit mindestens 65 Prozent erneuerbarer Wärme zu betreiben, gilt ausschließlich für den Einbau neuer Heizungen. Es gibt verschiedene Möglichkeiten, mit erneuerbarer Wärme zu heizen und auf faire Wärme umzustellen. Wir geben den Eigentümer*innen die freie Wahl, wie sie die Vorgabe für das Heizen mit erneuerbarer Energie erfüllen.
Für den Einbau von Heizungen im Neubau und in Bestandsgebäuden sind beispielsweise der Anschluss an ein Wärmenetz, Wärmepumpen, Stromdirektheizungen, Solarthermieheizungen, Hybridheizungen, Biogas- oder Biomasseheizungen sowie Wasserstoff-Gasheizungen, die grünen oder blauen Wasserstoff nutzen, möglich. Über einen individuellen Nachweis kann auch eine andere Technik genutzt werden, die Vorgabe 65 Prozent erneuerbare Wärme erfüllt.
Allerdings ist der Einbau von Biomasseheizungen im Neubau ausgeschlossen. Hybridheizungen bestehen beispielsweise aus einer Wärmepumpe, die allein nicht für die Deckung des Heizbedarfs im Winter ausreicht, und mit einer Öl- oder Gasheizung ergänzt wird. Die Öl- oder Gasheizung springt dann nur an besonders kalten Tagen zur Unterstützung ein. Auch Gasheizungen können genutzt werden, wenn diese nachweislich 65 Prozent erneuerbare Gase, wie nachhaltiges Biomethan, biogenes Flüssiggas oder grünen Wasserstoff, für die Wärmeversorgung nutzen. Darüber hinaus steht es allen frei für andere technologische Lösungen einen individuellen Nachweis zu erbringen, dass die 65 Prozent Erneuerbaren erreicht werden. Hier kann beispielsweise auch Abwärme angerechnet werden.
