Wir unterstützen die Ankündigung von US-Präsident Biden Guantánamo nach mehr als 20 Jahren endlich zu schließen.

- Nicht tatverdächtige Gefangene müssen schnellstmöglich frei gelassen werden und alle weiteren ein faires, rechtsstaatliches Gerichtsverfahren erhalten.
- Die Ampel-Koalition im Deutschen Bundestag bekräftigt in Zusammenarbeit mit der EU ihr Interesse an der Schließung und bietet Unterstützung bei der Aufnahme von Gefangenen an, die keinen Ort haben, an den sie gehen können.
- Das Gefangenenlager auf dem US-Militärstützpunkt Guantánamo Bay Naval Base auf Kuba ist seit mehr als 20 Jahren Symbol für Folter, schwere Menschenrechtsverletzungen und Doppelstandards. Das Lager wurde nach den Terroranschlägen des 11. September 2001 durch US-Präsident George W. Bush im sogenannten Global War on Terror errichtet. Dorthin verbrachte Menschen wurden der Mitgliedschaft in islamistischen Terrororganisationen bezichtigt. Über Jahre hinweg wurden die Gefangenen dort, zumeist ohne hinreichende Beweise, ohne Anklage oder die Aussicht auf ein rechtsstaatliches Verfahren, inhaftiert. Berichte zeugen von menschenverachtenden Haftbedingungen, darunter Misshandlungen und Folter, Demütigung, sexualisierte Gewalt, Essensentzug, Drohungen
Laut Angaben von Amnesty International sind von den einst rund 780 Gefangenen aus 50 Ländern heute noch 39 unter Missachtung rechtsstaatlicher Prinzipien vor Ort inhaftiert. Lediglich zwölf der Gefangenen wurden bereits von sogenannten Militärkommissionen angeklagt oder verurteilt. Für 13 der Gefangenen wird teilweise bereits seit Jahren eine Freilassung empfohlen. Die USA haben jedoch immer wieder erhebliche Schwierigkeiten damit, aufnahmebereite Staaten zu finden.
Die Behandlung von Gefangenen in Guantánamo wurde sowohl international als auch in den USA selbst heftig kritisiert. Unser Bekenntnis zu universell geltenden Menschenrechten veranlasst uns auf diese Unrechtsorte zu schauen und sie nicht zu vergessen. Gerade weil uns die transatlantische Partnerschaft so wichtig ist, scheuen wir Grüne im Bundestag uns nicht, diesen fortwährenden Missstand deutlich anzusprechen.
Seit Jahren fordert der Deutsche Bundestag fraktionsübergreifend die Schließung des Lagers. Mit unserem Antrag bekräftigen wir diese Aufforderung und unterstützen die US-amerikanische Absicht das Lager noch während der Amtszeit von US-Präsident Biden schnellstmöglich zu schließen. Nicht tatverdächtigte Inhaftierte müssen endlich und schnell freigelassen werden. Entschädigungsansprüche für unrechtmäßige Haft und erlittene Menschenrechtsverletzungen müssen geprüft werden. Weitere Tatvorwürfe müssen in fairen rechtsstaatlichen Gerichtsverfahren aufgeklärt werden.
Wir fordern die Bundesregierung auf, gemeinsam mit ihren europäischen Partnern Deutschlands Interesse an der baldigen Schließung zu untermauern und die Möglichkeit der Aufnahme von nicht tatverdächtigen Gefangenen, die aufgrund von Bedrohungen wie Folter oder Verfolgung nicht in ihre Heimatländer zurückkehren können, zu prüfen. Damit zeigen wir, dass wir einen Beitrag zur Schließung leisten möchten. Auch ehemalig Inhaftierten darf kein „Stigma Guantánamo“ anhängen – denjenigen, die einen Anspruch auf Einreise und Aufenthalt in Deutschland haben, muss dieser unvoreingenommen gewährt werden.
