Diese sind im anspruchsvollen kommunalen Abwägungsprozess einer Wohnbauflächenerschließung sorgfältig einzubeziehen. Denn die Ausweisung von neuem Wohnbauland kann den Kommunen u.a. durch Steuermehreinnahmen Chancen eröffnen, aber auch erhebliche finanzielle Risiken nach sich ziehen.
