Die Gestaltung zukunftsfähiger und lebenswerter Gemeinden und Städte ist für alle Kommunen eine große Herausforderung. Gerade vor dem Hintergrund des demografischen Wandels liegen hierzu regional sehr unterschiedliche Ausgangskonstellationen vor. Insgesamt rückläufigen Einwohnerzahlen und einer alternden Bevölkerung – besonders in den ländlichen Gebieten – steht gleichzeitig eine hohe Wohnflächennachfrage in den Ballungszentren entgegen. Diese sind im anspruchsvollen kommunalen Abwägungsprozess einer Wohnbauflächenerschließung sorgfältig einzubeziehen. Denn die Ausweisung von neuem Wohnbauland kann den Kommunen u.a. durch Steuermehreinnahmen Chancen eröffnen, aber auch erhebliche finanzielle Risiken nach sich ziehen.
