Ab dem 1. Januar 2023 startet das Bürgergeld. Es steht für einen bürgerfreundlichen Sozialstaat, der Menschen mit Respekt begegnet, mehr soziale Sicherheit schafft und ermutigt. Gemeinsam haben wir als Ampel-Regierung die größte Sozialreform seit zwanzig Jahren verwirklicht – und wollen darauf weiter aufbauen. Hier findest Du einen Überblick über die wichtigsten Änderungen.
Hartz IV ist Geschichte: Das Bürgergeld kommt. Neben einer deutlichen Erhöhung der Regelsätze stehen nun soziale Teilhabe, bestmögliche Beratung und Förderung auf dem Weg in das Berufsleben im Mittelpunkt.
Mehr soziale Sicherheit – auch in Krisenzeiten
Wer ins Bürgergeld kommt, muss sich im ersten Jahr erstmal keine Sorgen um die Wohnung machen, kann Ersparnisse von bis zu 40000€ als Einzelperson behalten und muss die Altersvorsorge nicht auflösen. Damit können sich die Menschen voll auf die Jobsuche konzentrieren und werden in einer oft existenziellen Notlage keinen zusätzlichen Abstiegsängsten ausgesetzt. Für die Jobcenter bedeutet diese Regelung weniger Bürokratie und mehr Fokus auf das Wesentliche: Beratung und Vermittlung.
Der Regelsatz steigt zum 1. Januar um rund 50 Euro. Und die Inflation wird bei der Berechnung der Bedarfe künftig besser berücksichtigt. Das ist gerade in der Krise eine gute Nachricht für die Betroffenen – darunter viele Alleinerziehende, Kinder und Rentner*innen. Für uns ist die Erhöhung ein erster wichtiger Schritt hin zu einer bedarfsgerechten Existenzsicherung, für die wir uns weiter einsetzen werden.
Der Vermittlungsvorrang fällt beim Bürgergeld weg. Das heißt konkret:
Statt Drehtüreffekt hat in den Jobcentern künftig nachhaltige Beschäftigung und Qualifizierung eindeutig Vorrang vor einer schnellen Vermittlung in oft kurzfristige und prekäre Jobs.
Mit der Entfristung des sozialen Arbeitsmarktes haben außerdem Menschen, die lange Zeit arbeitslos waren, wieder eine echte Perspektive auf Teilhabe am Arbeitsleben.
Das Bürgergeld setzt auf Ermutigung und positive Anreize. Wer eine Fortbildung macht, erhält einen Bürgergeldbonus von 75€ pro Monat zusätzlich zum Regelsatz. Wer mit einer Ausbildung zur Fachkraft werden will, bekommt ein Weiterbildungsgeld von 150€ pro Monat. Das ist gut für die Menschen – und in Zeiten von Fachkräftemangel gut für die Wirtschaft und die sozialökologische Transformation.
Das Bürgergeld bedeutet bessere Chancen für junge Menschen: Wer als junger Mensch eine Ausbildung macht und mit den Eltern in einer Bedarfsgemeinschaft lebt, dem bleiben bisher von 800€ Ausbildungsvergütung nur 240€. Der Rest wird angerechnet. Im Bürgergeld bleiben künftig 604€. Damit bauen wir Hürden ab, denn die soziale Herkunft sollte nicht über die eigene Zukunft entscheiden.
Das Bürgergeld steht für Vertrauen und Verbindlichkeit: Die Einladung vom Jobcenter bleibt ohne Sanktionsdrohung. Gemeinsam wird ein Kooperationsplan erarbeitet. Bei Konflikten greift ein unparteiischer Schlichtungsmechanismus. Sanktionen werden im Vergleich zu Hartz IV deutlich entschärft: Bei Meldeversäumnissen bleiben Leistungsminderungen auf 10% beschränkt. Bei Pflichtverletzungen wird nicht gleich der maximale Spielraum bei den Sanktionen ausgeschöpft, sondern es gelten Stufen: erst 10% für einen Monat, dann 20% für zwei, dann 30% für drei Monate.
Das Bürgergeld ist ein Erfolg. Aber wir hätten noch mehr schaffen können, wenn CDU und CSU nicht blockiert hätten. So konnten wir die Sanktionen im Bürgergeld zwar spürbar entschärfen, staffeln und abmildern; eine Vertrauenszeit oder gar die Abschaffung aller Sanktionen aber sind an der Union gescheitert.
