„Der Jahreswirtschaftsbericht ist ein innovativer Rahmen dafür, wie die Wirtschaftspolitik sich entwickeln soll“, sagte der grüne Minister für Wirtschaft und Klimaschutz Robert Habeck am Mittwoch bei der Vorstellung des Jahreswirtschaftsberichtes 2022. Der Bericht mit dem Titel „Für eine Sozial-ökologische Marktwirtschaft – Transformation innovativ gestalten“ trägt den ambitionierten Klimazielen der neuen Bundesregierung Rechnung. Die Bundesregierung stellt sich damit der historischen Transformationsaufgabe und macht die Klimapolitik zu einem Schwerpunkt ihrer Wirtschafts- und Finanzpolitik.
Angesichts der Zuspitzung der Klimakrise sowie des Biodiversitätsverlusts bedarf es laut Bericht eines angepassten Leitbildes im Sinne eines nachhaltigen Wirtschaftsmodells. Dieses Leitbild muss die planetaren Grenzen umfassend berücksichtigen. Die Bundesregierung wird in diesem Sinne die Soziale zur Sozial-ökologischen Marktwirtschaft weiterentwickeln.
Im Bericht wird davon ausgegangen, dass die deutsche Wirtschaft im Jahresverlauf nach Stabilisierung der pandemischen Lage weiter an Fahrt gewinnt. Für das Jahr 2022 erwartet die Bundesregierung eine Zunahme des preisbereinigten Bruttoinlandsprodukts in Höhe von 3,6 Prozent gegenüber dem Vorjahr und im Jahresdurchschnitt eine Zunahme der Erwerbstätigkeit. Klimaneutral bis 2045
Deutschland wird beim Klimaschutz vorangehen und bis 2045 klimaneutral sein. Unternehmen sollen die Chance haben, frühzeitig Technologien, Anlagen und Verfahren zu entwickeln, die auch Drittstaaten zur Dekarbonisierung benötigen werden und können so Wettbewerbs- und Innovationskraft sichern und ausbauen. Das Klimaschutzgesetz wird konsequent fortentwickelt und in einem Klimaschutz-Sofortprogramm werden bis Ende 2022 alle hierfür notwendigen Gesetze, Verordnungen und Maßnahmen auf den Weg gebracht.
Sozial gerechter Klimaschutz
Im Jahr 2030 sollen 80 Prozent des Bruttostromverbrauchs aus erneuerbaren Energien stammen. Dafür müssen der Ausbau der erneuerbaren Energien über dem Niveau der vergangenen Jahre liegen und die Ausbaumengen im Erneuerbare-Energien-Gesetz (EEG) dynamisch angepasst werden.
Damit Strom bezahlbar bleibt und Klimaschutz sozial gerecht gestaltet wird, wird die Finanzierung der EEG-Umlage über den Strompreis spätestens ab 2023 beendet und hierfür stattdessen Mittel aus dem Energie- und Klimafonds (EKF) herangezogen. Um einen künftigen Preisanstieg über das Brennstoffemissionshandelsgesetz zu kompensieren, wird die Bundesregierung zudem einen sozialen Kompensationsmechanismus in Form eines Klimageldes entwickeln.
Das Jahrzehnt der Zukunftsinvestitionen
Die Bundesregierung wird die Voraussetzungen dafür schaffen, damit die 2020er Jahre zu einem Jahrzehnt der Zukunftsinvestitionen werden – insbesondere in den Bereichen Klimaschutz, Digitalisierung, Bildung und Forschung sowie Infrastruktur. Dazu gehören auch schnelle Verwaltungs-, Planungs- und Genehmigungsverfahren.
Die Bundesregierung stellt zudem zur Bewältigung der Pandemiefolgen 60 Milliarden Euro im zweiten Nachtragshaushalt 2021 für den Energie- und Klimafonds bereit. Dieser soll zu einem Klima- und Transformationsfonds weiterentwickelt werden.
Ökonomische Chancen nachhaltig nutzen
Die Wahrung von Wohlstand und Lebensqualität in Zeiten der Dekarbonisierung und der digitalen Transformation sowie des spürbaren demografischen Wandels verlangt ein erhöhtes Maß an Innovation und wirtschaftlicher Dynamik. Die Steigerung der gesamtwirtschaftlichen Produktivität bleibt grundlegendes Ziel der Bundesregierung. Nicht nur Unternehmen, auch der Staat muss Potenziale, die mit einer modernen digitalen Infrastruktur einhergehen, im Interesse der Bürger*innen nutzen.
Die Fachkräftestrategie und die Nationale Weiterbildungsstrategie soll weiterentwickelt werden und der gesetzliche Mindestlohn soll auf 12 Euro angehoben werden, um mehr Anreize zur Teilhabe am Arbeitsmarkt zu setzen.
Eine erweiterte Wohlstandsbetrachtung
Der Jahreswirtschaftsbericht 2022 soll Ausgangspunkt eines Prozesses sein, in dem die Messung von Wohlfahrt sowie der entsprechenden Nachhaltigkeitsindikatoren kontinuierlich überprüft und verbessert werden. Zukünftig soll auch die Qualität der wirtschaftlichen Entwicklung in den Fokus genommen werden, statt nur die insbesondere am Bruttoinlandsprodukt gemessene Quantität. So werden erstmals Kriterien wie Bildung, Verteilungsgerechtigkeit und Umweltzerstörung mit betrachtet.
